People who plot crimes to be committed against US citizens on US soil are perfectly within the remit of the Constitution to be tried in Federal court in the applicable state.
Crimeswere comiitted - conspiracy to murder, conspiracy to hijack, conspiracy to violence - if the FBI/CIA have done things half competently there should be atleast a dozen things to charge these guys wth.

But - and i have a huge qualifying statement - i don’t know if the prosecutions will stand up on appeal, so i don’t know yet if these particular prosecutions are correct. There are 100+ ways this could fall apart.
