I thought that was in reference to India where as the British were told that burning the widow was part of Indian culture and the Birt replied with the line about shooting those who burn widows.

Hi badger! Hmm, that could be right. It makes sense. I just remember reading the story as I posted it, but it could be simply a modification to make the same point. (I’ll try to find the source I read.)
