I understand. But Mueller could still do the recommendation. It would still inform the public of his findings.

Maybe at that point public pressure works against the cabinet and congress.

Mueller has to put Congress in position so as to either act on his findings (i.e., impeach) or appear to be in collusion with the Trump administration for its crimes.

I do not put it past them to risk the latter.
