If Trump neglects to pardon Flynn because he thinks he is safe, then since the charges were dropped, could he be charged again by a new AG?

DOJ has filed to have the charges dismissed with prejudice. The decision on how to handle it all is up to Judge Sullivan, but odds are he’ll rule to grant the DOJ’s motion in full.
