They are so fanatically anti-tax, they can’t maintain anything. Half the streetlights are turned off. They focus on continuing development, by giving all kinds of goodies for continuing to build houses, while at the same time there are a are number of empty houses. In addition, they only attract businesses through building things for said businesses (USOC is an example), and a fair number of those businesses who have gotten tax breaks leave when the tax breaks expire.

Ft. Collins and Pueblo don’t have these problems. Even though Pueblo should be in a death spiral (Pueblo is a Rust Belt city outside the Rust Belt).
