SD current turnout is around 22% too, but the uncounted ballots are nearly half as many as already counted, so I suspect that the final “turnout” will be different.

Right, but I’m just not sure if the turnout number already includes ballots received but not counted, or just counted ballots. And of course, there maybe some more that trickle in over the next couple of days.
