It’s an elaborate dance. The POTUS knows exactly where he’s going, in my opinion.

There’s an elaborate ritual required to get more troops to Afghanistan. (My strong preference.) The worst part is, once they are there, in 18 months Congress will want to bring them home. If the situation improves,, then that will be the pretext. If the situation doesn’t, then that will be the pretext.

Under such circumstances, even a few more votes in the Senate mean a lot. Hence, the dance.
