The Daily Mail posits groundbreaking for 9/11/2011. Andrea Peyser at NYPost says that it will open in 2011.

That’s probably where all the talk about 9/11 and a groundbreaking/opening come from. Peyser’s dates are clearly bogus - especially since no one can build anything in NYC on that kind of expedited timeframe (just over 1 year from authorization to completion - and the final authorization by the City Council hasn’t been granted). Once those are done, it will take some time before the building is demolished and rebuilt.
