The problem is, if they’re out in the desert, they’re essentially useless (1200 people is like nothing), and if they’re in the cities, how is it not policing? Its not like the checkpoints are undermanned (I think, admittedly :p)
As with global warming, any amount of increase in a quantity that obstructs flow across a boundary will reduce the flow some.
The question of whether it’s “enough” is a values judgment. It’s enough to make a difference. It is of course not enough to halve the flow. But the step is welcome.
