I was more referring to the fact that Japan did not design inline engines, but rather licensed the design from Germany. But your point does lessen my mine, its a fact.

There was a lot of license-building, if not outright cribbing off the work of others, in the early days of aviation. Mostly it was by nations who had little or not aviation infrastructure of their own, so they’d buy up a foreign-built powerplant, study it and reverse engineer it, then use the experience of that to develop their own.
