It sounds like it was to the top of the head, and to make sense of the path of the bullet - slightly forward in the head - it would have to have been at a downward angle.

So when he was on his knees, his head hanging down, eyes on the pavement. It would make sense. And it still makes the final shot an execution shot.

This was murder, full stop.
