Republicans are completely in favor of poverty, especially if they can manage it so that most of the poor are “deserving” of that condition by GOP standards (e.g., being non-White).

In fact, most Republicans have a deep seated need to see others suffer. Since getting ringside seats to watch the torment of the damned in Hell is a bit out there theologically, even for wingnut Christianity, they try to get their jollies by making life in the US as unpleasant as possible for as many people as possible.
