- go with ‘congress and the president disagree’ - which means congress knows what it was doing when it debated, decided, and passed legislation

so you:
- sign what congress appropriated
- ‘at the same time’ try to end run around congress’s explicit decision that you just approved

yeah, that’ll hold up in court
imagine being the lawyer who has to argue that

It’s not meant to hold up, that’s just a small benefit if it does. At this point, it’s about keeping his base happy, as it seems the efforts to get Faux to cover his ass have fallen flat.
