Probably depends on how much you want to do (smart vs. dumb phone). I’ve had success with buying a sim card from the airport vending machines in Europe just for calls - I’ve also done the rentable wireless hotspot and used skype out for calls, if you need the full data experience.

I’m bringing my laptop but will need the phone for short calls, text & uploading photos.

t-mobile roaming charges are horrific in Canada, I can’t imagine what they would be like in Europe or Israel.
