I believe that in the original backstory for Star Wars, before the film’s success and the production of The Empire Strikes Back changed almost everything (for the better), the Emperor was meant to have been only the current one, in a long line of emperors who were all easily manipulated idiots and blowhards, and the real rulers of the Empire were the Grand Moffs and Admirals that met in that board room in the Death Star.

That’s actually in the novelization of Star Wars, the one ghostwritten by Alan Dean Foster. That’s how I knew the Emperor’s name was Palpatine and why his character’s appearance in the prequel trilogies came as no surprise. Also, no surprise that he was Darth Sidious….it was pretty obvious (at least to me) that Palpatine and Sidious were one and the same.
