Yes, there’s precedent that goes back to the late 1890’s in the Wong Kim Ark case. Really, if the writers of the 14th did not want to include birth right citizenship for immigrants, they would have said so, a much greater percentage of the population was foreign born in those days. Right wing opposition to birth right citizenship can be summed up in one word- racism.

It’s another instance, like the second amendment (and arguably the first) where the historical context meant that writers probably didn’t envisage the possibility that someone could come here with the express purpose of having a baby and then using that baby’s citizenship to stay*.

* Note: I’m not saying this happens a lot or is a serious problem: just that it probably didn’t even come up as a consideration at the time of writing.
