The issue is the way the filibuster has been weaponized. It was originally used rarely only for very substantial issues of controversy. Now it’s used for everything, except perhaps renaming post offices — and it wouldn’t be surprising if it happened there. Maybe it would revert to its rare invocation if the old rules applied: someone would actually have to hold court speaking the entire time it was in effect.

Of course, the real problem with the Senate is that it is a totally undemocratic institution, where theoretically, right now, Senators representing 20% of the population have absolute control of what happens to the remaining 80%
