I think it’s more likely that these claims of “screening” and “vetting” are just complete bullshit. Snowden didn’t screen anything - he grabbed as much as he could and dumped it all to Glenn Greenwald, and very probably to China and Russia too.

maybe a case of reading a document doesn’t necessarily imply understanding a document.
