Among the exceptions is Santa Monica which doesn’t let construction start until like 9 am because housing and commercial properties aren’t distinctly zoned into different areas of the city

“Construction work” in AZ generally entails knocking up a brand-spanking new subdivision where nobody has even moved in yet. Noise is usually not an issue.
