They are asking to lift the ban on doing business with any bank that is registered in NY (which is most every major bank) because that is making it difficult to obtain a bond (which he ostensibly does not need because his vaults hold uncounted wealth)

Any bank that takes his word for the value of his proerties as collateral should be sued by its shareholders. And I expect the master on site to make sure his business transactions are legit will make sure no Russian oligarch foots the loan.
