WTF does that even mean? Close to zero military defense? Close to zero law enforcement? Close to zero safe food and drug regulations? Close to zero educational standards?

Should we dismantle the FCC and allow the possibility of hard-core, XXX pornography being aired on daytime television (I might actually like that), and allow planes to crash due to “close to zero” communication interference standards?

I don’t get it. It sounds like a one-off bumper-sticker slogan with little to no meaning nor merit.
