The real answer is: GOP sabotage and racism preventing the Democrats from spending the money correctly since Ronnie Raygun stopped the progress we were making in joining Europe in the 20th Century.

I’m really hoping new generations of historians give us a history of Reagan and Reaganism that isn’t so Gipper friendly. I think Reagan deserves a lot of blame for things being the way they are.
