Both. Though the Katana Fleet was supposed to be a Old Republic lost weapon, before Revenge of the Sith retconned it.

Actually those books avoided the superweapon phenomenon prevalent in most of the other books. The Empire had lost much of its capital ship production capability, while the Republic’s resources were severely stretched. The ability to field a significant number of capital ships did represent a serious military threat.
