I’ve never been sure about that. I can’t imagine that I am making more than 45% of Americans, and I have to flip through a couple of pages of amounts to get to where I am.

How can these people really be paying no taxes? Can someone explain it to me?

I believe the claim is made based on whether people have to send in a check after doing their taxes. Most people, in fact, over-withhold and receive a refund. This creates an illusion of not “paying” taxes, despite having handed the government an interest-free loan over the course of the year. In reality, though, you still pay taxes, even though not having to send in more money or even receiving a refund may mask your payments.
