No because they approved a reimbursement to a committee member for an expense that was previously denied to a staffer.

I worked for a corporate VP who used that trick. He made one of his staffers pay for a big meal with his corporate card (20 people $4000+) and approved the expense report when it came accross his desk. The accountants were never bright enough to figure that stunt out.
