That’s not the half of it. In order to get Snowe not to join the filibuster, they agreed to allowing debate on all proposed amendments to the bill, which means it’s likely to get watered-down before it even leaves the Senate.

I’m not even going to say that it’s “better than nothing,” because it is nothing. It’s a joke, if only because it’s being sold as “bipartisan” because the two authors, between whom there’s not enough room to shine a flashlight, happen to have different letters after their names.
