How many of these shootings are out of policy or wrong by reasonable measure? That would be the thing. Not just a raw count. If Chicago has a big problem then let’s get that fixed. Countless honest hard working police men and women depend on a mutual faith and respect between civilian and police. Each does great harm to the other from time to time. Each must find a way past those instances.
