Hey, maybe that was it? Sec Def Gates bumped into Susan Rice in the West Wing hall, their files fell on the floor and they got them all mixed up. Rice then goes into meet with Obama, he looks at the notes,

“So ummm, it says here ummm, we’re pulling out…”

That’s the only sensible explanation.
