The bottom line: Romney explicitly compared the economies of Israel and the Palestinian territories, said the Palestinian economy was greatly inferior, and said the main reason for this was “culture.”

That’s a completely fair description of Romney’s comments.

He said ‘at least’ cultural. That means the culture as cause is necessary and sufficient in his mind.
