That’s what the case is in Maine, after much study they found that the fraud rate was something like 2/10th of 1% of all transactions. There isn’t a system out there that is 100% perfect, but they love to grab these very minor things and blow them up. It plays well with the rubes.

When the data aren’t in your favor, you go with anecdotes. “2/10th of 1%” doesn’t resonate, but “Welfare Queens” does.
