I am not a military genius, but I can think of two possibilities:

Soviet-bloc countries which later joined NATO still used Soviet-era aircraft. Since NATO prefers interoperability, it is possible nations like Poland or Czechia retrofitted aircraft to launch HARMs.

Less-likely: Someone developed a secret ground-launcher for HARMs.
