I believe it was while he was stumping for President. I don’t think he did it after he was elected but by all accounts he was a very competent Spanish speaker.

W spoke a lot of Spanish here in Texas. The problem was you know how his mouth was where English words would go to die? Same with Spanish. His pronunciation was just good enough to be understood.
