As derpy as it sounds, it’s pretty much the plan. I speak from experience as a person working in IT.

A decade ago, they outsourced a lot of our work to China and India (and in some cases Russia, though it was less popular). Then they got back a bunch of barely-passable code and realized how much of a pain in the ass it is to have to deal with people halfway around the world. So the current trend is to bring a WHOLE bunch of H1B visas from India to here instead.

That the employee’s continued ability to remain in the country is one more bargaining chip that the company holds against them is, of course, no coincidence.
