How about making a glaze of white glue (like Elmer’s) mixed with water? I use that on ceramics as a glossy finish and it dries very well. You could do multiple applications (letting it dry in between coats) to get the heft you like.
It’s not waterproof. I’d still have to seal it.
I have a gallon of Elmer’s. It’s great stuff, but it’s not for permanent applications.
