I can imagine some PR/ permanent campaign types looking at stock photos of Air Force One taken four or eight or twelve years ago and saying, “Lame! We need new photois. How about an Air Force One flyby of the Statue of Liberty?”
And it went downhill from there.

I’d vote for that, toss in some training hours and a few pilots are happy to join in. The fact that they thought about notifying NYC meant they got about a third of the way through a idea, before screwing up.
