It probably depends on who’s got a local missionary presence. IM(not so H)O this is one of the best uses of private and religious organizations. Not so much forming national political parties.

I’ve always been of the opinion that both local and foreign relief is often best effected through religious organizations. They can slip around corrupt governments and place the aid where it’s needed far more efficiently than official channels. The only problem is that the official channels are also set up to handle a massive volume of outgoing aid, whereas private and religious networks may not be so robust.
