As noted above, this is really a formality is McConnell knows he has the votes to get this bill passed.

Couple of possibilities - there are some moderates in the GOP Senate caucus who told McConnell that they’re a “no” vote without the CBO scoring; they don’t actually have the votes for it and are using this as a means of buying time to whip the votes; or, as I believe someone mentioned above, they need the CBO score for a reconciliation ruling from the parliamentarian. Also, a very real possibility is that the GOP Senate caucus wants nothing to do with this bill and are hoping to distract Trump and the Freedom Caucus with something bright and shiny.
