This is for state run facilities where they have captive audiences who can’t refuse, such as prisons and state clinics run for homeless people (and all state veterans’ homes).

Which still have to bow to market forces, such as the reality that having a largely unvaccinated staff means any time somebody pops positive then you risk the entire staff needing to be sent home for two weeks or until their tests come back negative (whichever comes first).
