I don’t know. I am reporting what the news is stating. If they found secondary devices then this was not a suicide bomb but remote detonation device? If so why did they not go off?

Counter terrorism technology that shuts down cell phones? Failed devices? The terrorist panicked and left after the 2 explosions?
