How is the govt juggling a “planned economy” for the masses, though, and “free enterprise” for the privileged few?
A planned economy hasn’t been in vogue since the time of Zhou Enlai. Sure there are five-year plans, but the government doesn’t try to run the show as it did under Mao — disastrously, I might add. There are plans to develop the western part of China — now well under way — by improving infrastructure, transport and education. My region has benefited from the Western Development.
Local planning is rather a joke here. Developers announce grandiose plans of building housing developments and skyscrapers that either get scuttled because they didn’t consult bribe the right officials or get built and stand empty because no one can afford to occupy them.
