There are indeed limits, and there are protocols.
Thats what some of the White House Staff are employed to do - as are some of the staff of the British Embassy.
Its not about one-upmanship - its about looking at who the visitor is, what interests he has, what personal connections to the USA.
Hell - we all do that sort of thing when we think about what to give to whom - tis not rocket science, after all.

(I doubt PB0 would have been happy with a DVD set of all episodes of Fawlty Towers …!)
