The claim is not that the Republicans have now invented an entirely new concept and are implementing it. Part of it is that they’re attacking the 14th, and part of it is that they have already announced their conclusions— Obama isn’t ‘doing enough’ to protect the Southern border.

So I re-read it to see if the 14th was the main issue, it was not. To be nit-picky, it was almost an afterthought, with NO quotes, which tells me the interviewer asked a question, got an answer not terribly perfect for what the interviewer want to project, so the article was written in that manner.

Wow, I apologize for the above sentence. My point about how the bit regarding the 14th is this:
It “may” be taken into consideration is what the article says, and from that, you get that he has made up his mind to amend the constitution.
