Quite likely. Some of the Zetas groups actually do wear uniforms. What likely saved the border patrol agent in question was the knowledge by the cartel gunboys that they wear under video surveillance. They’ve already proven they’ll kill border patrol agents if they think they have to, but doing so on camera is another matter.
