I don’t agree with the following sentiment, but I’ll give it a go. An act of terror is a random act of violence that causes a great amount of fear in the community, but has no underlying political motive. A terrorist attack is a planned act of violence by a group or individual with the intention is to cause a great amount of fear in the community that has an underlying political motive, even if that motive may be lost on the targeted group.
So a guy shooting a bunch of people in a theater is an “act of terror”, whereas a guy mixing up some anthrax and sending it to media and politicians is an “act of terrorism.”
I’m not sure if my definitions match what the RWNJs are using.
