And our justice system is still endemically racist, with black people getting longer sentences for the same crimes, being arrested at much higher rates for crimes we know occur just as much in the white population, black people’s testimony against white people less likely to be believed, etc. etc.

This is why culture is as important as laws. Under the law, the races are equal, but in the action of the law, they are not, because the law acts informed by our culture.
