My guess as to what it is:

Chuck has coordinated with a handful of fellow lunatics (Shannon, Weev, maybe a bunch of random schmoes) and is going to compose a series of tweets that said schmoes will all post at the same time.

It won’t help his chances with Twitter a bit, but it’ll get attention back on the Award Winning Journalist, where it always belongs.
