Best possible outcome: No-fly zone.

I’m not sure how much that’d do. 155mm artillery is no picnic either, has a pretty long range (18 miles or so), and I’m sure Syria has CW shells that don’t have to be air-dropped.

No-fly zones worked okay in Iraq because the protected areas were isolated in the north and south and far from the population centers. Rebel and government areas in Syria seem to be on somewhat more fluid fronts and are intermingled.
