On a per capita basis (crimes per 100k or fatalities per 100k), it’s clearly safer to live in NY than in VA (or most of the Southern or West Coast states).

If you drill down by county, you’d see something similar, but the state rates show that state-level firearms laws do play a role. Gun running between states with lax laws and those with stronger laws affects outcomes as well. So, while IL and Chicago have stronger laws, neighboring states and those down into the Deep South have lax laws, which means guns are run up to Chicago. Similarly, NYC metro sees lots of guns sourced from VA, the Carolinas, and Alabama.
