I think it was tunnel vision: he saw a strong economy as the best chance to get him re-elected and COVID was a threat to the economy.

The notion that strong, decisive leadership in times of crisis could have helped him even if the economy suffered did not seem to occur to him at the critical moment, as he lacks the skills and temperament (along with the resources and advisers) to display such leadership.
