If I had to guess, I think hitting Americans overseas is more probable, especially if it’s in an Arab country with decent relations with the US.
Specifically, I think American tourists in Egypt is a probable target since it would hit not only the US but hurt Mubarak as well who they’ve accused of being in league with both the Big and Little Satans.

El Paso would be easy enough…the entire Forida coast…they could probably get into the Great Lakes…anywhere…a small nuke is humanities worst nightmare
